Need Safe Glue

I have had problems with Bob not liking toys. I have recently found that if I roll up a small piece of paper tightly Bob enjoys picking at it. Currently I have to hold the paper for him as I do not know a bird safe method to keep it rolled up. Any suggestions?

You could try making a paste with flour and water, kinda like paper mache.
