My cousin purchased a 7 month old quaker parrot which might be the cuddliest bird I every met. That being said he doesn't like to be perched on your finger but rather sit on the palm of your hand or arm. Actually he rather be on my cousins lap watching TV. I check on my cousin and his bird to make sure training is going good. Granted he has only had the bird for a little over a week but we are having issues getting him to step up on a finger.
The bird willingly lets my cousin pick him up.
 
It takes time for a parrot to get completely comfortable in a new home, and to adjust to new people too. Some parrots take longer than others, so your cousin's Quaker probably just needs a little more time. Teaching step-ups and other things go much more smoothly when the parrot feels at home and fully trusts the person who is working with him. My advice to your cousin is to be patient with his new QP, and take things at his pace. The fact that the Quaker is so cuddly is a good sign. Your cousin might try getting the parrot to step onto a spare perch or length of wooden dowel; my Quaker Ralph learned to step up that way, and quickly graduated to stepping directly onto my hand.
