My amazons have started to preen, but one eventually gets mad. Problem?

Preening is a true fine edge between where, when, how long and how hard. It takes a couple of years for a Parrot and Human to get it right and even after a decade of getting it right, An error in timing or amount of pressure and one can get bitten.

The same is true with Parrots! FYI: Not unlike Humans, sometimes one just wants to be by themselves. Always assure that they can have some me time some place else.

Yah, I think they are still working in out.
Bird on left was asking for grooming but guardedly.
What I mean is if they were completely at ease with each other bird on left would have lowered his head in a more obvious and (vulnerable) position.
Insteed bird has a very upright posture and pulls away as soon as it becomes uncomfortable.

thats my best guess based on two different pairs of Amazons.

They are preening next to each other which shows they are relaxed being near. And them made attempt at mutual preening .

All indicators are good at this point. As the members above . It takes time to build trust.

And if you are wanting them to be a breeding pair, that can take a few years after tgey paired up.

They are young too. Only 6 r 7 years, so they ar just coming into maturity. They may not be ready yet.
