Mature male???

I'm wondering if this is a mature male
I have him now 14 months the breeder told me he was 10 months old as I bought him so he should be 2 years

From the pictures I've seen it looks like a female. Don't the males have black under their chins and a black edged ring? But I also read that males may not finish developing their distinctive ring until 3 years old.

Looks just like a female but 2-3 years is what I read too
