Looks like a cockatiel?

My dad has a cockatiel and he's been doing some research. Its a white faced cockatiel as far as i know. In his research he thinks its a different bird. I'm pretty sure tiels are the only breed with that little bit of feathers sticking off the top its head. He couldn't remember what it was but it started with a B. Said it looks like his bird. Can anyone help? Thanks.

all of the cockatoo and cockateils have a crest. Is he thinking bare eyed cockatoo which would be white in color
