Indian ringneck behavior good or bad???

Hi, I have a royal blue ringneck almost 2 years old and recently whenever I go near to his face and speak calm to him he will fluff up his head and his eyes will pin and squint and make a gargling sound as if he's trying to copy what i say.

He is semi tame as he's sits on my should and climbs all over me and doesn't get scared when I go near him


I can't seem to find any answers online can anyone help?

Although i'm no expert, mine does the same when he is angry as well as when he is happy. For me, i just have to know what he likes and what he doesn't. Also if he is mad he will generally puff his whole body. if he is happy he will only puff his face.
