In NJ, you can own one but you need a special permit.

My daughter wanted me to move to California, I needed a reason not to. It worked quite well, they are not legal there. Thanks for all your help. My Quakers save me again. thanks

I forgot they were not legal when I brought mine down to TN....it didn't hit me until later....he passed away later on and it was very sad....they're wonderful birds to have around! Mine convinced my family who doesn't like birds to learn to love them cause he was super smart and clever. Take good care of your Quaker!
