If your having a hard time getting your parrot out of the cage

Here is what I have always done. I put a perch on the cage door, so when you open up the door the perch is on the outside of the cage.
This.you can give treats to your parrot from outside the cage and once they are use to treats on that perch open the door and continue giving treats. Now he is on the outside of the cage. By doing once he gets used to stepping up they will go to that perch to come out.
At first I don't put a toy on it until they are stepping up reliable.

I have the cage at the house setup with the perch on the door, however we always open the top up for access and setup overhead perches.

It is truly amazing that one works to get them to come out of the cage, only to be faced with getting them to go back in!

We also have a Free Roaming Parrot and the choice to make that happen was more his then ours. As an Amazon, who in his prior life was either a mechanic or and engineer, he quickly figured-out not to simply open cage doors, but in a much larger statement, disassembled the cage side structures from each other!
