How do I post pics?

When I was a member hear earlier I was able to post pics. Now when I attempt to Manage Attachments a red bar shows up and it won't let me add photos. Do I have to clear some pics? If so how do I do that? Is there a certain amount of photos we are only allowed? Thanks for any help!

I normally clear some pics and then upload more! or if you do it from photobucket just copy and paste the url .
