sir i have one male cocktail am buy last week that male .. and am pair with my wf pearl female cocktail my male age 2 year female age age 1.5 years . am pair with.. but my male self sex for perch..
 
Are you wondering why your male is pleasuring himself with his perch when you put a female in the cage?? It's pretty normal.

Cockatiels are prolific breeders but it's not very realistic to put two young birds together and expect them to immediately produce a clutch of chicks.
 
Give them some time. A week isn't very long, and maybe he's a little shy around the ladies.

And as for the proven pair, any number of factors could be coming into play. Diet, health and feeling comfortable and secure in their surroundings come to mind. If any one of those factors is off, it could put a crimp in any romantic vibes going on.

Oh, and I notice that you referred to both Allee and Mariar as "Sir". But just so you know, they're both ladies.
