Help please

So I let my budgies out and they where fine but one keeps trying to land on my ringnecks cage and nearly got his foot bitten thank god he didnt. I covered the top with papers but the move around when he flies. Is there anyway I can do anything about this.
 
That's a tough habit to break! What shape is the ringneck's cage? If flat, possibly place a solid object on top to cover unless it upsets the occupant. Maybe a large towel that won't easily move. Whatever you do, make sure it is safe if the ringneck decides to chew.

The other budgies arent really interested it's only the one too friendly for his own good. I will have to do something when I let him out the second time he didnt seem too interested.
 
This is an issue that is common with multiple birds. You shouldn't cover his cage, as that will create a hormonal situation (no overhead shadows). Your best bet is to let them out at separate times and move him to another room for a short period while they are out...or move them to another room when letting the out...Another option would be a room divider or shower curtain or something that wouldn't be overhead, but would discourage them from flying and landing in that area.
 
If it's only for a few minutes, an overhead shadow PROBABLY is okay, but in all likelihood, it will be longer than that, so you want to consider that....basically, you don't want a cave or nest for him. He's already territorial to some extent.
 
You can get clear plexiglass to put on top of the cage. Foubd at home depot and lowes
