Help needed to identify this bird?

Ringneck? The picture is a bit blurry, but thats what it looks like from what I can see.

i'd say a grass parakeet. maybe a redrump or elegent / celestial parakeet.

My apologies fro the image quality, but its the best i can get with the mobile camera, nevertheless i have manged to get one closeup shot on the bird face, hopefully it might help.
