Help! African Ringneck won't make a noise after 1 1/2 months since coming home

Hello I am new here since I am a new parrot owner. I took the time and dedication to study before getting a parrot. I got my Coco from Craigslist about a month and a half ago. He is an African ringneck about 10 months old. I have a cage, toys, and perches. He is able to be out and about all day and prefers to sleep on a perch than in his cage. I could tell that his previous owner did not take care of him and was only selling them for the money, he had a bad wing clip and his tail feathers were all raggid and in poor condition. He is now growing new ones and can fly if he pleases. His beak is strange though, as it is not as violet red and is more gray to black.

Well the problem is that its been almost two months since I had him and he won't make a peep. The only time I've heard him is when he was frightened and screamed. Other than that not a thing. He does move his beak when I speak to him but nothing comes out as well. :green2:

What could be causing this?? I know he is not ill because he is very alert all day and his eyes and beak are clear, his feathers are molting and his poop is normal. He grooms himself and keeps his feathers in great condition. He won't really let me touch him either but I do socialize and hand feed him everyday.
 
hi silentparrot welcome to the parrot forum community:). as you said his previous owners did not give him the best care, he may be scared to make a noise, as his previous owners may have disciplined him when he made a sound so now he is too scared to. I suggest that you keep giving him attention and he will probably open up and begin to be more active , playful and talkative. As to his beak discoloration that may be caused by not having a proper diet. if you give him a diet of pellets and safe fruits his feathers and beak colour should improve. good luck with your new bird.:D
