I am a new Owner of a female Eclectus parrot. We are starting the bonding process. Seems our biggest hurdle is making her feel more comfortable with and trusting my hands. She's great with stepping up already and will sit near or on me with no fear at all. Now, if I could just get her to eat.

I’m sure someone with more experience can provide more suggestions, but have you looked into clicker training? We are starting with our young parrot, and it worked wonders with our dog, also. It may help get her used to common objects/things like hands. Best of luck

Eclectus have extraordinary nutrition requirements, the typical seed and or pellet diet with fresh vegetable and fruit supplements are insufficient. She is likely very overwhelmed and scared..You should stop trying to touch her and give her time. Yes, she may step up, but a fearful bird in a new environment often will, as everything else is terrifying.
Slow way down and let her get used to things...talk softly near the cage (e.g., reading etc) but don't get right up next to her and try to be super direct...You need to slow down , build trust and allow her to adjust.
