My wife likes to keep the house set at walk in freezer mode and now that itā€™s cold outside I need to heat my bird room..is this safe?

That looks exactly like the heater I keep in Scooter's walk-in closet, to keep it warm. I got it because it has a removable/cleanable filter on the back, to keep stuff off the heating elements. I can set the temperature and it maintains the temperature in the room. I point it away from her night cage, so she doesn't get blasted with hot air at night.
She got accustomed to the noise of it running very quickly, but having it rotate back and forth freaks her out. I turned that off.
 
I can't speak for any room heater in particular, personally I've got an oil column heater that has to be about 40 years old and I'm dreading the day I have to replace it! But I know a lot of folks in colder climates swear by the K&H "Snuggle Up" heating panel for their birds ...

Thank yā€™all for all the replies. I googled Delonghi as far as Teflon and it states that none of the heaters that they manufacture contain PTFE materials or coating. As for the snuggle up heater Iā€™d prefer one of those but my blue and gold is out of her cage most of the day. She enjoys staying on top of her cage and randomly pulling bird toys out of our amazons cage
