If you look up birds by noise level, maybe that can help you to get an idea of a breed that may be a good fit for your living location. Birds that are low noise might be a kind to consider. If you find a breed and particular bird you like, I would recommend spending a lot of time with it in the store/at the breeder's to see how it is in it's natural environment and the types of noises it makes as well as the volume.
