Yes, most breeders do not allow the bird to fledge properly, which has become a sticking point for me. I will not buy a pet from someone who won't leave the bird flighted when requested by the buyer. I recently removed my name from a waiting list for a Blue Headed Pionus for this very reason when the breeder would only agree to let the bird "have his first 2 or 3 flights" and then be clipped. It is MUCH less convenient to raise birds that can fly, but I believe it is vital based on research and personal experience.
