She's probably about 5 years old, very playful and seems health except....seems to have a swollen butt and apparently is causing her some discomfort because she is pulling feathers back there resulting in a bare butt.
she has previously laid two eggs. Any insight or suggestions?
 
I have heard that females "prune" their butts to allow for better incubation, but I dunno.

In my opinion, any of the vets listed here should be better than a regular vet.
International contacts, too.
If none are near you, maybe you could call and ask for a recommendation for somebody in your area.
And... sometimes, distant vets will offer brief thoughts or advice...
Or... sometimes I find a place to start just by Googling "avian veterinarian near ((your location))"
Or maybe a local breeder might help... again, maybe Google?

What's everybody else think?
 
Does she look overweight? Does her vent area look distended? I had a budgie that was 20 grams overweight because he had fatty tumors in his lower abdominal area that bulged so much that the skin stretched making his vent area look bald. It also made it hard for him to keep his vent area clean and I had to wash him there. He died a few months after the vet exam and diagnosis at about 6 years old.

Looks like a vet visit is needed to determine what's going on with Lily. An avian vet, preferably because most dog and cat vets really don't know much about birds. It does look distended to me. The skin may be inflamed and perhaps the vet can prescribe something.
