Darwin (18 month olds) Molting?

Hi, my family adopted an 18 month old Grey, named Darwin 3 days ago.. and I'm curious if his appearance looks to be a molt, or if there is something else going on.

A bit about him..

On the first day, he was a bit "bitey".. but I sat quietly by his cage and he took his fill of kiwi, strawberries and peppers, nicely and politely from my hands. I could tell he was relaxed, and was only suspicious of being in a new environment.

He eats well, all manners of fruit and veggies, and is drinking no problem.

He's very curious and already is cuddly and is head bobbing/regurgitating for me.

I grew up with a Cockatoo, but have no first hand experience with African Greys. His previous owners, while they no doubt socialized him, they did a poor job in maintaining his grooming.. I doubt his feet have been trimmed, as an example. We're going to give him a few days of adjusting to our place, before we trim his feet, btw.. don't want to backtrack on the progress we've made so far, by jumping on him!

Is he just scruffy at the moment, molting, or plucking? He doesn't have any bald areas.. he just has all these little downy bits sticking out, and his chest feathers have a sort of windblown look to them.

Looks like the beginning of a molt to me.....
 
Yes, my CAG looked something like that during molting.
