Conure or Quaker?

I've been thinking of getting a bird lately, and I've been leaning towards a green cheek conure. I've always loved conures, and I think they are absolutely hilarious and I love their personalities. My one concern is I live in an apartment with 2 other girls, and and people live below me and across from me, too. I've heard green cheek conures aren't as loud, so that's good, but someone also suggested that I should get a quaker instead, since they are less loud.

Opinions? I don't know much about quakers.

I'll give you the info about me currently:
I share an apartment with 2 girls
i go to school during the day, I'm gone for hours at a time.
I come home later at night and i'm awake for a couple of hours before I go to bed.
I'm more free on the weekends.

which is better for me? a conure or a quaker? or any other bird suggestions? I'm totally open to them!

Absolutely....

The GCC is a great parrot... It's got all the workings of the large macaws, only it's small in size... and they are very quiet... at least the 8 I have are...
 
Definitely a GCC! I believe Quakers can actually be louder than a lot of gCC's..
 
I hate to be a wet blanket, but both of those birds need a lot of attention and it sounds like you aren't home very much. Birds get really attached and have a hard time not getting attention. Our birds definitely get cranky when they don't get their daily attention. If you are sure that you are going to have the time--not just now but down the road, then I am partial to Quakers. They can become cage aggressive, but our bird is a sweetie and could care less about her cage.
 
I also vote for the Conure. Quaker or Monk Parakeet can be very noisy birds and LOUD. Plus since you live in the US, there are several states that don't allow Quaker birds. So this could hamper you if you have to move some day.
 
Quaker calls bother me more than conure. I'd go with a conure. And are you sure you'll have the time for them?? I give up a lot so I can spend enough time with my bird. You kinda have too.
