My CAG is 7 months old and has been on pellets and seldomly som seeds and dried fruit. Fresh fruits and hand feeding formula as well.

He shakes his head CONSTANTLY. He started this at some point after I brought him home. The only time he doesn't do this is if he's asleep.

He's healthy. Has nothing stuck in his ear that I can see
So what gives?

could he be begging? maybe he isn't ready to be weaned yet, or in the process of weaning. i think a vet check may be able to shed some light on this. good luck :)!

How long have you had the bird for?
Some parrots, particularly African greys, shake their heads as if there's water in the ears. No one really knows why they do this, and it seems to be normal.
If your bird is doing this a lot, it may be a sign of an ear or nasal infection.

He's not begging. I used to breed and hand raise birds so I know the difference. I've had him since he was 7 weeks old. Brought him home 3 months ago. Started the incessant head shaking about 2 months ago. He's 6 months old.

The vet only said that yes they noticed. And that Cags are known for that. :(
Sounded like a lazy answer to me.

consult another vet or ask your vet to give you a proper justified answer

make it quick before it worsen up... or turned out to be something they were over looking
