Budgie wing problem

I have 2 sweet budgies, Nimbus and Banana. They are both boys Nimbus is 17 months and Banana is 11 years old though I've only had him for about 3 weeks. would write more but that's the max
so about a month ago I got a budgie. He is 11 years old and came in horrible shape. I haven't taken him to a vet yet as he seemed to be healing perfectly on his own. so when I got him his wing was out to the side a bit instead of tucked into his feathers as though he was uncomfortable or in pain. his wing also would start shaking constantly. I found though that once he started flying his wing would be perfectly normal and I suspected it was from the fact that he hadn't been let out of his cage in months. But now that he isn't getting as much daily exercise as I have been very busy lately his problem has returned. But always after a long flight around the house he goes back to being a happy healthy bird. I am going to take him to a vet but I would still love some advice on the situation.

I know my Cockatiels can hold their wing in a funny way when they have a feather out of place.
It could be your budge has a similar problem and after flying the feather lays correctly, at least for a while.

A photo would be helpful, but I was thinking the same thing as Texsize, that there's a possibility that he's got either a feather that is "out of place"...There's also the possibility that he's got a feather that isn't growing-in correctly, and that is chronically irritated/painful. This isn't uncommon, especially if he's an older bird and he came from a bad situation where his diet was poor, he didn't get much exercise, or where he got no yearly wellness-exam from an Avian Vet where they check their feathers under their wings. Sometimes the can break also break a feather in such a way that it cannot ever grow back-in correctly, and instead it when it grows-in it causes them irritation, pain, and often they even bleed chronically. This is what it sounds like to me, as usually when they have a damaged feather or feather follicle and the feather just keeps growing-in wrong or in a way that causes them pain, they'll pull it out or it will actually fall-out on it's own due to the damage, and then the bird will be okay again until it starts growing-in again, then it becomes irritated or painful again, they pull it again or it falls out again on it's own, and then they're fine again until is starts to regrow, and so-on. This cycle just keeps happening over and over again, and the only solution is for an Avian Vet to pull the feather out in such a way that the follicle is no-longer able to grow another feather again. So he definitely needs to see an CAV or Avian Specialist Vet for this problem, as the Vet needs to be familiar with the issue and know how to deal with it. The risk is that sometimes a blood-feather can start forming over and over again like this, and that's when there's a real problem, as a Budgie can bleed to death from a broken blood-feather in a matter of minutes...But it's not a serious issue at all for an Avian Vet to identify and take care of.
