Borna Virus and PDD

Hello!
This is my first time on this platform and could use some much needed advice. My budgie Oliver has tested positive for borna virus but negative (twice) for PDD. He was tested for PDD using the anti-ganglioside assay test which I heard is pretty accurate. I’ve done all my research into this disease and understand that about 50% of birds can carry the borna virus disease but still not necessarily have PDD. The case with Oliver is that he shows signs of PDD despite not having a positive result. His proventriculus is dilated according to X-rays, his weight has reduced, lack of appetite, vomiting, hyperactivity, etc.
I’m not sure what to do here. Does he have PDD or is some other illness effecting him? Can a borna virus test be a false positive?
