Biting GCC?

So I got a message this morning from someone who bought one of my Hand-raised Green Cheek Conures about a month ago.

"I have some issues with Chico. . His biting is getting worse, I cant even take him out for more then 5 mins without him biting and drawing blood.. same when I got to put him back. One minute he lets me cuddle and kiss him then its like a game to him and he bites me for the sake of it.. I really need to fix this problem as if he bites me he will bite anyone.. I can put the harness on him, cuddle him and play with his toys and then the next time he viciously bites me.. I really dont want to give up on him what can I do? Today I was going to clicker train him and just before I was going to reward him with a peanut he bit my finger until it drew blood.. what can I do?"

I already have some thoughts, as Chico has always had a tendency to try and be the boss of people, however I would like to know what others think may be the cause. There are so many amazing trainers here I thought it couldn't hurt to get others views/opinions.
 
I think I would prefer to see how this person handles the bird to see if I can see the triggers to biting.
 
It's possible the owner is unintentionally rewarding the biting. It's possible that the owner is doing something to trigger the biting. It could be any number of things and it's much easier to see how a bird is acting (even through video) than listening to it.

What one person may see, another person may see an entirely different situation.
