Billy is acting funny

I have a Blue Front Amazon that is 16 years old. He is acting very funny. As of late, he likes to hang out on the side of the cage. Pic below.
When I go to bed he raises hell by flapping his wings.
To night when I got home he was acting real funny and hanging on the cage door. I then opened the door and he came out and hangs out on the side facing the other way. This is what he has been doing for the last few days.

He settles down when he gets out side. After awhile he gets antizy and fly's around the room a few times.

When he is acting like his normal self he hangs out on the inside and comes out from time to time. He never fly's.
I have never had him sexed and wonder if this a mating position and if Billy is really Billy-jean.
Has anyone with a Amazon had this happen to them??
 
Really can't tell much from the photo, got any video?

Both my Amazons get a wild hair up their butts every now and then and act a bit "strange". The flapping is normal, they do it to release energy.

I'm not a breeder, so henpecked would probably know it it's mating season yet.

He does have his toys and I keep wood in his cage so he can chew it. I use to change out his toys every week or so but when there is a new object around him he seems to get wigged out and it take awhile for him to use to it. I now leave his favorites in there.

Last night I turned out the lights at bed time, like I always to , and he was screeching like he was scared. I turned the light back on and he seemed fine.
I have had Billy for 6 years. He has never acted like this.
 
Hmm. Perhaps a vet visit is in order? I mean if it's so obvious that he's behaving differently, I personally would have him checked by an avian vet to rule out any possible underlying problems.
