Bob (a tiel) is very friendly, and would probably do well with children, she hasn't met any so I'm not sure. Bob is also quite trainable, although she has to be in the mood for it.
I urge caution on getting a tiel if talking is important to you. Males are more likely to whistle than to talk, and females are unlikely to do either. It is unlikely that you will know the sex when purchasing. I was told repeatedly by the people at the store I got Bob from, and the vet that she behaved like a male. About a month ago I found a spotted pin feather making her a female.
