This is my first parrot and I am having him for around 5 months . He is very active, playful and naughty. But his feathers doesn't look good...do I have to feed anything special for the feathers??

Definitely need more info. What is his diet? Bathing regimen? Etc

I give him fruits like goa, mango and his meals would be rice with some gravy, idly or thosa with milk. Sometimes I give him one or two cornflakes. After around two months gave him a bath yesterday. He seems to be scared of water. He doesn't drink too much water too, he just turns the water cup upside down and runs away

Ok
None of that sounds like a diet sufficient for a bird. They can't digest milk and gravy has no nutrition in it for them.
Fruits, veggies, grains (brown rice, quinoa, lentil, beans all cooked).
There is a food section of the forum... Browse that.
Also find a way to secure the water and make sure you change it out so he has fresh water (otherwise he will get a bacterial disease).

And get a misting spray bottle and offer him a bath much more often. At least once a week. Try to offer treats so he gets to like the bath.

There's a lot of good info on the site for parrot keeping.

There's many lists in the food section of the forum.
