Are these millets good?

I just bought these millets and they kinda look dry, i didn't wash or soak them in water should i do that? it's the first time that i buy millets to tame my bird, i gave my budgie a couple of seeds from my finger but he's scared of the whole cluster (he's kinda scared of everything tbh) should i soak them in water and can i make any use of them to tame my budgie? I still feed him his seedmix and veggies so no worries about nutrients i just wanna give them to him as a treat to tame him

If you soak them in water they will quickly spoil. Not a good idea. Seed is supposed to be dry. Other than that, I can't tell you for sure if there's anything wrong with these. The fact that some seeds are missing seems normal because when the spray dries the seeds are supposed to fall off and scatter to spread the seeds. If they have any webs on them they could be infested with moths but I don't see any when I zoom in.
Do they smell musty? Did the package have an expiration date?
Any other opinions?

i thought they are too dry because they stayed a while in the shop or something that's why they're not as fluffy or Fresh as i see in videos of other people, and no they don't smell bad, if there's no such thing as "too dry" then i think they're good

Theyre supposed to be dry.
If they are too dry the seeds will easily fall off. Even then theyre still edible.
