Are my birds bonding?

Here is Bucky and Peggy my two lovely conures , in my first post I said that they aren’t getting along but in this pic I think they are getting along are they?

It's hard to determine the exact relationship of a pair of birds from a solo photo. Multiple videos are usually required to determine if the birds are truly getting along or not. However, from this standalone photo it appears they are getting along. The one on the left is gently preening the one on the right, and the one on the right seems to be enjoying it.
