Basically the title. I adore both species so much, and both are quiete cheap, but I need to know which one makes less noise. Overall, just which one from your experience makes less noise. Thank you very much!

Welcome to the forums!

As the owner of both species, simply, budgies make noise constantly, but, it’s fairly quiet, unless they really get going.
I haven’t really noticed a volume or quantity difference in the males and female budgie.
The tiels, are quiet for more of the day, but when they be loud it’s a fair bit louder than the budgies.
My two males can be pretty loud when displaying at one another though.
My female is very quiet and only peeps when she looses sight of her mate.

Though all birds are individual and some will be louder with a mate while other will be quieter.

One budgie vs one cockatiel? If the 'tiel is a male I would say one budgie of either sex is quieter. I had a lovely male cockatiel who was quite the whistler and chirper, made more noise than any single budgie I've ever had. I read that female cockatiels are quieter than males but I've never had one.
A small group of budgies is capable of making quite a bit of noise (loud chirping). but my eight budgies rarely make so much noise that it's annoying. A small group of cockatiels of mixed genders? I don't know. I do know that lovebirds can make a lot of very annoying high pitched noise.
I had to sneak my female budgie Rocky into a hotel for a 10 day stay (no birds allowed) and we didn't get caught so she was pretty quiet. If you worry about sound going through walls just position the cage so it's against the outside window wall. If the cage is up against a thin wall (like most homes and apartments have) the sound will travel much more to the next room or apartment.

Thank you very much! I was thinking about getting Cockatiels, specifically a male and a female, and it will stay that way, unless I find a better breeder who has Budgies as well.

Do you live in an apartment?
If you're at home and they start making too much noise it sometimes helps to cover the cage with a blanket. I sometimes do this if I need to make a phone call. Of course you can't do that all day long but for short periods it's harmless and may shut them up a bit.
