I have had my cookie for 2 weeks she lets me touch anything in her cage except her. She eats well and will occasionally take a bean or walnut from my hand. My issue is there are 2 camps on letting your bird out even if they are not trained or keep them in the cage till they are ready. I am spending time with her but if she needs out of the cage we have to do it in the bird room as my cat gets in even with blocking that area off. I need to do some target training done so when she is out i can get her back in as my hands are evil so advice please

Personally, I would try to finger or stick train her inside her cage first and once she is comfortable with that, I would let her come out on her own or via the stick. That way you will have an easier time getting her back in. I would also have her wings trimmed slightly so she can still fly but not too high or too fast. If not, she may panic-fly when she comes out and either get hurt hitting something, perch too high to get to her, or keep flying away from you and tire both of you out when you need to get her on the stick to go back in.
