I would call them to find out. We had to have Piccolo go through quarantine, etc. because we were coming to Hawaii from Wa. Hawaii has extra strict guidelines to prevent disease. If you are flying just on the mainland no quarantine is involved. I am not sure about the health certificate, others may be able to tell you. Each airline seems to have their own set of rules too.
