Adopted a new conure today; some issues.

What I did is exactly what friedsoup suggested: I put my hand flat on the top of the cage for months until Pepper got used to sitting on it. Eventually he took to eating on it. I then coaxed him to step up with food, and even let him eat out of one hand while I held him with the other. After months of this, he now has no problem with stepping up. I actually don't have to say anything, just put out my hand and he instantly knows to hop up. Though sometimes he'd rather clown around and roll over, a trick I haven't made any attempts to teach him. Conures, I swear.
