I'm sure they do, but I think it's a darker blue almost black from what I can remember. I don't think it's the same colour as the Solomon island Eclectus
No, they do not. In fact the subspecies who do are often identified as being from the blue eye ring group. Red Sided and Solomon Island females have blue eyerings. Vosmaeri and Grand females do not. There are other subspecies but these are the most common.
Another difference of the blue eye ring group is they have a defined bib. This means there is a definite line where the red feathers of the neck end and the blue chest feathers begin.
What is completely unique to Vos girls is the wide yellow band on their tail feathers and the solid yellow feathers covering.f their vent area.
Red Sided females have a true blue chest. Solomons are blue with a hint of purple when viewed at the right angle. Vos are more lavender.
My Vos cross girls, Bella and Lolly do not have eye rings. Bella has much more Vos in her family tree than Lolly. She has inch or more yellow band on her tail feathers and a mostly yellow vent area with just a few Orange feathers. Lolly's tail feathers have orange tips.
