8 months? Male biting

I posted earlier when we first got him (about 5 months ago) and he was a new baby and very beaky. He grew out of that since and for the past 4ish months has been super sweet, not biting at all. Recently he has started biting my fingers. He will come over, climb up on my hand and start biting on my fingers. It won't be hard at first, but he will bite down enough that it hurts quite a bit but has never drawn blood. I move my hand a little bit and he will stop for a second, then latch on again. I've tried offering him other things to chew, and I'll hold stuff in my hand and redirect, and he'll chew the other stuff for a second but goes right back to my fingers. It doesn't seem to be aggression, but when I redirect he will sometimes scream at me. What do I do about that?
 
I know that the typical advice for biting is to put them down and ignore... but he will literally fly around the room to follow me. I try to put him down and turn and ignore... but he flies to me, lands on my back, and climbs over to my shoulder. Over and over and over. Like he won't be ignored.. he just keeps landing on me again and again.
