Castro Valley: 500 exotic birds being bred in backyard

Woman in Castro Valley began breeding parrots in back yard as a business, selling the birds on Craigslist. Bare wire cages with sheet metal on top, crammed up against each other, masses of parrot crap and flies. Officials haven't done anything yet because no one is equipped to deal with the birds.

Makes me furious and sad. Here we debate among ourselves as to proper bar spacing, how much out of cage time, diet....and this a-hole puts 500 intelligent animals in bare cages, outdoors, no enrichment, totally artificial environment, in order to make more parrot objects to sell. It's wrong. It has to stop. How many of these people are out there?
 
I wonder how these types would feel if THEY were held in an outdoor metal shack surrounded by flies and feces, forced to breed in those conditions before having their babies sold on craigslist to whomever was willing to pay with no background checks they'd be a safe/forever home?

If it would be considered illegal and reprehensible to do to the human species, then WHY is it acceptable to do to any other species? Even sadder the authorities have such a lack of resources they are unable or unwilling to act.

Absolutely horrendous situation. These despicable Homo Sapiens are clearly flouting zoning laws and are apparently "too big to shut down." Did I actually write that? Officials would have swept in under similar circumstances of a dozen or so birds, but 500? Clearly insufficient resources with no place to care for an extreme flock. Would be nice if several cities/counties collaborated for the benefit of these poor birds.
