10 budgies in a tiny cage

On my Facebook someone has a cage that looks to be the size of one yhat could fit maybe one budgie, but they have 10 or so in there with what looks to be no toys. It looks clean but there's so many in such a small cage. I don't ever really talk to them. So I don't know how I would go about saying something to them about it. Any suggestions? I feel bad for the poor birds

Maybe you could send them a message, commenting on the birds, and slip in some questions about their cage. You could mention your birds

Inquire about their budgies, and express you common interest in birds. If you build up some dialogue you can then point out cage concerns.
