Why does my green cheek conure run his neck along his bars?

Hello. Recently one of my conures has started running his neck up his bars while we are changing his food and water, and I was wondering what that means. Have any of your birds ever done that before. Any help is welcomed.
 
Sounds a bit like he's trying to give himself a head scratch. Not sure why he does it when you're changing his food/water.
Of course, I could be wrong. Could you try and get a video of him doing this? That might help a bit.
 
If it was at random times, I would definitely agree with the above user. However, I briefly took care of a caique who would rub her beak and face all over the bars and perches as an aggressive and territorial response. I'm not sure how long you've had the bird or how comfortable they are with you, but this could possibly be an answer.

Have you tried touching the bird when this happens? Ex offering him food, trying to pet their head, asking to step up. This may provide insight on the birds mood. I agree that a video would be super helpful :)
 
My conure runs her beak on the bars to make noise. And she does this when she wants out but I'm ingnoring her lol
 
Our turquoise GCC does this when he molts and has neck pin feathers. Our caique dubs his beak and chews the bars when he wants out.
