When is it to cold outside?

Since. Live in Pennsylvania and fall has arrived I am wondering at what temperature is it to cold to take Jasper outside with his harness on. It's been in the mid 60's the past few days and is going to get very cold out in the next month or so. At what point is it to cold to spend the afternoon outside?

If you need a jacket to be comfortable, it's too cold for the bird. If it's warm enough and sunny and you can go out without a jacket, as long as you keep an eye on Jasper's comfort (if he ruffles up, if his feet feel cold) and take him back in as soon as he acts chilly, it should be OK. I live in Central Illinois and we have days even in November and December when it's in the 60s, but the wind is cold and I wouldn't take Rocky out on the porch on a day like that, even though it's enclosed.
