As I said above, it's a Goffin's Cockatoo. (Species, not breed when talking about parrots). Also, male and female look alike and must be DNA tested to accurately determine sex.

So we assume all avenues of trying to find the owner have been exhausted?

But in all seriousness, lucindajosh, this cockatoo is in very good shape! This indicates it was very well cared for and loved! Remember, A cockatoo is super emotional, and would also be very upset over what is going on! Please treat him as your baby as you exhaust every attempt to do right!

To OP:
How do you know this cockatoo is a male? And what measures were conducted to locate the original owner?? (By you and the woman who gave the bird to you).

If this were my bird I would be devastated (and very angry) that not only did someone do nothing (if that's the case), but then passed her off to someone else who has no intentions of reuniting her with me. Have you placed a "found" ad anywhere? 911parrotalert.com, your local craigslist- as well as the location of where the bird was found, newspaper, veterinarian offices, animal shelters, parks, anywhere and everywhere.

I hope you can reunite this bird with his/her owner! Good luck!

As you've been told, that is a Goffins cockatoo. I truly hope you and the lady have actually exhausted all possibilities finding his/her original owners (including looking in surrounding communities). G2's must be DNA tested to determine their gender, though it doesn't really matter if you want to assume male if the bird is just a pet.

Curious, in that picture, is that hairy thing some kind of doll in the back of the cage? If so, that's not a safe toy. Many baby/toddler toys are safe but one with hair has the potential for the bird to ingest synthetic fibers that can impact the crop or GI tract. Also, as a responsible bird owner with no background on this bird, a visit with an avian vet is necessary for basic testing to determine if "he" has any diseases or nutritional deficiencies that need to be addressed.

Edit: G2's are attention needy and need independent play encouraged constantly. That means lots of foraging and shredding toys (made for birds) at all times. They also need 4-6 hours minimum out of cage time, with the family daily (after step up trained and socialized of course). And beware, this little "guy" might be quiet at the movement because he's traumatized from being loose and misses his family, but goffins are incredibly loud. Get ready for some "fun" vocalizations in the mornings/evenings/greeting you/saying goodbye to you:52:

If it's made for birds, it's fine. Just from the picture, you couldn't quite tell what it was and it kind of looked like a doll of some kind.

As long as you've made a genuine effort to find the owner, that's all you can really do. I would schedule an appointment with the vet soon though. This bird is of unknown origin and has been loose outside for who knows how long and picked god knows what up. He needs a health check to be sure he's in good shape or if he has any issues, you want to address them sooner than later. He looks pretty healthy though, and just a guess, like a mature bird (he doesn't have that "baby" look).

Also I'm sure you know because you've had a parrot before, but the smooth dowel perches are no good for his feet - a natural wood perch with bark would be a lot better to keep his feet nice and healthy
