weird stick-like feathers

Hi,
Just a quick question. I got my GCC from Petsmart and they told he was very young, right from the breeder, and was only a few days on the floor (he was extremely scared and sad there - that's why we got him, completely unplanned!). That seemed to be true since he was clumsy and didn't know well how to eat. :) I had him for a month now and I found a few sort of "unopened" feathers on his neck - the are like little plastic sticks. Is that normal? There are very few - maybe just 2-3, but they look and feel really weird.
I also wonder how old could he be?

Those are pin feathers, feathers have a sort of waxy coating on them when they grow in and normally birds will preen themselves or eachother (For those ones on the neck, that they can't reach.) to remove the coating. It's perfectly normal, and he could be from 3-6 months old if he's still got pin feathers. I got mine at 3 months.
