YUP--vet ASAP (avian). Something is wrong and don't try to trim it yourself when it's that long. The blood supply can extend and cause them to bleed where you wouldn't think they would. If it was trimmed recently and growing fast, could be a liver issue or other problem (PBFD), but they do need surfaces to chew on etc and if they don't use them you must schedule beak trims or it can lead to eating and sinus problems.
Also-- that perch is very even and you want to avoid those dowel perches. They can lead to bumble-foot, so once the beak is done, see if you can find a more natural perch with different thicknesses from bird-safe wood (baked and non-toxic etc). I am not being critical-- I just noticed it after I submitted the first part of this post.
