Trying to hold her poop when in the cage?

Pepper is 3 months old. She is still eating a mixture of formula with pellets, fruit, veggies, nuts, etc. I have a large daytime cage and a smaller cage for nighttime.

My problem is that she has gotten into a habit of trying to NOT poop in her cage. In the morning I place her mixture of food in the cage and she eats without pooping.

She holds it after eating and I bring her down to her other cage and she continues to hold it unless I place her where she can fly to the floor. I want her to poop before I bring her downstairs into her daytime cage because she will hold it there for awhile as well and I know that's not good for her.

She tries to not poop on people (flies off your shoulder and onto the floor) so she CAN be trained but I'm having a hard time figuring out how. So far she doesn't have a favorite food or activity. So bribes are out. [emoji19]

This morning she held it for at least an hour after she woke up for the day. She goes the remainder of the day normal but she obviously doesn't like going in her cage.
I place papers on the grate and below the grate. I change them at least daily if not twice a day. Should there not be paper on top of the grate?
 
My B&G does this. He waits until I get him out in the mornings and we go outside and he poops a humongous poop! I noticed when I cleaned his cage the other day there wasn't any poop in it. I know this can lead to health issue's and prolapse but not sure how to fix it.

I've removed it but she still doesn't like going in her cage. She's a stinker! She will back up to the very edge of everything she perches on to go. Just not in her cage.
