Taming question

I have had Bella for a few months now and she seems to finally seem settled, she has started to play with her toys finally. When she is inside her cage, she will take food out of my hand and seems comfortable. She will even really gently take sunflower seeds out of my hand although she wont let me touch her yet.
When she is out of the cage she wont take food from me and just moves away. I cant understand why she is so different out of the cage. She will perch near me when I am sat down and stares at me but I cant get anywhere near her. I get the feeling she wants to interact and then she flies off.
Can anyone advise me what I need to do or where I may be going wrong?
 
For starters, how old is she? And is she parent or hand raised? (Guessing parent raised?)
I found with my Alex (possible cross ringneck) stick training worked for him in letting me get closer. Start in the cage with the hand at the far end of the stick. Note: make sure you can still support her weight when he steps on. I did this is set of three for a few hours then moved my hand closer... If she didn't like it I moved it back. When your hand starts getting to close, they will probably climb away, keep having a go unless they start to fly around, then you know they're really not confotable. Keep going on what ever level you are on until she is stepping up in the cage. Make sure this is down-pat before taking her out. Then do the same outside the cage.
Now. I know probably a lot of people won't agree with this, but then I took him into a dark room. My Alex stuck with me because i was the only familiar thing he knew. Keep talking to her and start moving her between hands, moving slowing an letting her know that you are moving and she is good and safe. I had my baby sitting on my shoulder and head after two sessions after not wanting to be near me as much as possible.
