Tail Wagging

I have a new African Grey Congo and absolutely love her. Honey is 4 months old and has a beautiful red tail. Whenever I get close to her cage, she wags her tail (like a dog) and stretches her wings. She also responds to my talking to her with those weird cooing/ guttural noises. I am at a loss to understand in regards to what exactly is the meaning of this behaviour.

My wife is primarily responsible for giving her food and water but Honey however completely ignores her. There have been times when she actually growls at my wife.

Please help!
