Stepping up

It's been 4 weeks since I got my parrot. It's about 8-9 months old. It doesn't ever want to step onto a stick. I bought it as a tamed bird, it was stepping up and everything at the store onto my hand.
Now it eats from my hand comfortably and everything. But it doesn't let me pet its head or step up on a stick. It will use its mouth to push the stick away and just stare at me

not all birds like to be petted on the head like my birds they hate being scratched on the head and bite me when i do it
about the stick maybe he just doesn't want to step up on the stick and wants to step up on you

The IRN family is known for not liking to be pet because its messes up “the do”.
try luring him onto your hand with treats
 
If you want him to step up on the stick you can train him target training

He leans over so much for the treatment but doesn't step up

about the stick maybe he just doesn't want to step up on the stick and wants to step up on you
Like on hand or arm. Cause on hand he does the same.
He's gotten out of the cage once or twice and ran to a corner. So when I try to get him back he steps on the stick for a few seconds and flies off. If he comes out he just starts gliding around as he's clipped

Maybe he hasn’t settled in well yet

I dont have a clicker and he doesnt come out of cage with good intentions. Only to escape
you don't need a clicker its option is not a need need

Clicker isnt a must when it comes to training
There are clicker apps that have the same sounds as a clicker if you really want a clicker but it isnt a must
You can just make any sounds as a bridge

Yes and no. Walking around hes scared alot but putting my hand in he just stays in one spot. Doesn't bite unless extremely forced.

Clicker isnt a must when it comes to training
There are clicker apps that have the same sounds as a clicker if you really want a clicker but it isnt a must
You can just make any sounds as a bridge

Have you left him to settle in on the first week?
If you haven’t leave him be for a week (maybe more depending on the burd)
Just sit next to his cage and chat about you day with him till he gets used to your voice and you being around
Then offer some treats from between the cage bars

Look out for body language
Remember to move at the bird’s pace!

He may be cage bound or just comfortable in his cage
Does he bite/lunge whenever you approach his cage?

If he doesn’t want out dont force it
My cockatiel used to hate to be out of her cage
I target trained her to come on top of her cage where she wont be so aggressive then ill ask her to step up
Dont force him to come out just leave the door open and let him come out himself
You want to teach him that out is just as fun and enjoyable as inside the cage
Give him a ton of treats once he comes out

I recommend starting from square one

This may be for budgies but it has great steps and tips for taming in general
