So my parent went to get meat and came back and washed thier hands a hour or so later I went to change the water bowl unaware that this happened. The meat wasnt directed touched only the bag that the meat was in. Is my bird at risk it was chicken.

Did the raw meat or juices touch the food or water bowl, or did hands contaminated with meat juices touch either?

If hands were clean and so were dishes, no need to worry. Clean hands=safe (even if they touched meat--- as long as they washed well).

Yup, as my good friend states, your safe!

One of the most important part of what happened was that the packaging was never open and therefore hands where not exposed to the juices or the meat itself.

You could consider using another water source in the home for your parrot's water if you are concerned regards cross-contamination.
