Safe glue substitute for food

I am attempting to get my macaw to want to get on a play stand. So far she will pick up food off it but she won't get on it for any reason. I want to "glue" some nuts onto it since it is mostly round parts. I'm looking for something tacky enough to hold a nut in place but bird safe. I'm thinking a tiny dab of laffy taffy might work but I'm not fond of making candy available. Any thoughts?

I glue birdseed wreaths together with this mix: 1/2 cup cold water, add one packet gelatin, stir to dissolve, add 3/4 cup flour and stir. Makes a paste that sets up dry and hard. But you won't need nearly that much. If you just take a couple tablespoons of flour, stir in a half cup water, microwave 30 seconds, stir, repeat until it looks translucent. This makes a nontoxic paste that will set up very firmly. You should keep the unused part in the fridge and it will last a while. It will go moody eventually - if it begins to look discolored or runny, dump it.
 
Really helpful as I'm working in building a playstand for Lincoln and I want to make him like it and want to play instead of standing still
