I'm not sure why this might be happening - perhaps he is using his feet to sort through his feed to find his favourite foods?
If he is flinging his food all over the floor and making a mess, maybe you might try using a different type of feeder, something like this which is more enclosed?
This one is called the "SeedMate" - I'm not sure where you are located but you will very likely be able to buy it or something very similar online.

- 2 female budgies i have a green named tofu she is 1 years old(she turned one years old in April) and i have a blue budgie named sky she is the younger one she is younger then tofu by a few days
sometimes bird throw their food just to be naughty
