How can I find out the origen of the ring on my Caique

Sadly, the 'bands' (rings) found of birds /Parrots now-a-days have little meaning beyond the use of the breeder to keep track of this year's hatches.

Years ago with the US Import stations were active, they defined date and location of import into the US. Also, doing that period, breeders were required to set the number /lettering system to Identify themselves and their Parrots to assure there were not dealing in black market Parrot trade.

That's a pity, anyway the reason behind the question was I bought a Caique and the vet found that the band used was closed but had been cut and put around my bird,
